Selling in Spain under GPSR: Spanish labels and the packaging producer register

Updated 29 October 2026

Spain applies the GPSR directly. For a seller shipping from abroad, three Spanish rules add to it: Spanish on the label, the national packaging register and the register for electrical equipment.

Labels at least in Spanish

Royal Decree 1468/1988 on the labelling of industrial products sold directly to consumers requires the label information to appear at least in Castilian Spanish, the official language of the State (Article 8). With GPSR Article 9(7), which leaves the language of safety information to each member state, plan for Spanish warnings, instructions and safety information for products sold in Spain.

Packaging: the MITECO producer register

Under Royal Decree 1055/2022 (Article 15), producers of packaged products register in the packaging section of the Register of Product Producers (RPP) run by the Ministry for the Ecological Transition (MITECO), directly or through an authorised representative.

Electrical and electronic equipment: RII-AEE

Producers of electrical and electronic equipment register in the Integrated Industrial Register (RII-AEE) of the Ministry of Industry under Royal Decree 110/2015, either themselves or through an authorised representative, and report the equipment they place on the Spanish market. The ministry publishes a step-by-step guide to registering.

Who checks

Spain’s alert network for non-food products links the consumer authorities of the autonomous communities with the Directorate-General for Consumer Affairs, which is Spain’s contact point for the EU Safety Gate.

Checklist for Spain

  1. An EU responsible person named on the product and in the listing — compare published provider prices, including services that also act as an EPR representative.
  2. Spanish label information, warnings and instructions.
  3. RPP packaging registration (through a Spanish authorised representative if you ship from abroad), the ENV number on invoices and the annual declaration.
  4. RII-AEE registration for electrical and electronic equipment.
  5. Spanish warnings on the label: use the GPSR label generator.

Frequently asked questions

I sell on Amazon.es from outside Spain. Do I need a Spanish representative?

For packaging, yes if you ship directly to consumers in Spain and have no Spanish subsidiary: MITECO says such producers must designate an authorised representative. For the GPSR you need an EU responsible person, who can be in any EU country.

Where does the packaging registration number go?

MITECO says the number, in the format ENV/year/number, must appear on invoices and other documents that accompany commercial transactions. Platforms also check your registration against the public register before you can sell.
