eBay GPSR requirements: manufacturer, responsible person and safety fields

Updated 29 October 2026

eBay asks business sellers to add GPSR information to listings that are visible to buyers in the EU and Northern Ireland. Here is what eBay’s own Seller Centre page says.

Who it applies to

All business sellers listing items for sale in the EU and Northern Ireland. eBay says the regulation does not apply to sales to UK buyers outside Northern Ireland.

The fields eBay asks for

Where to add it

Manufacturer and responsible person details can be added one listing at a time or in bulk through eBay’s regulatory contacts tools. Safety information and documents are uploaded through the hazardous-materials labelling tools.

If something is missing

Listings may not be visible or purchasable for buyers in the EU and Northern Ireland. Visibility returns once the information is added, unless the listing is hidden for another reason.

Finding a responsible person

eBay names four partners that offer GPSR services, including acting as an EU responsible person: Webinterpret, Cert-Rep, Obelis and Eucerep, and says it is independent of them. Our comparison of published provider prices includes Webinterpret and Obelis alongside other providers.

Checklist

  1. Manufacturer name, postal and electronic address on every listing for the EU and Northern Ireland.
  2. An EU responsible person if the manufacturer is outside the EU.
  3. Warnings in each buyer country’s language: the GPSR label generator gives you label and listing text.
  4. A manual or safety document uploaded where the product has one.
  5. The national registrations for where you ship — for example Germany or France.

Run the compliance checker to see which EU rules apply to your product.

Frequently asked questions

Does this apply to sales to buyers in Great Britain?

eBay says the GPSR does not apply to sales to UK buyers, with the exception of Northern Ireland.

Can I upload a manual instead of typing the warnings?

Yes. eBay accepts safety information as a pictogram, symbol or label image, as a written statement, or as a document such as a product manual, in .pdf, .jpg or .png.
